Jim
Zimmerman
Mr. Jim Zimmerman has extensive experience consulting real estate developers, builders, and investors in the areas of land development finance and planning. His areas of expertise include facilities planning and financing, public financing districts, project feasibility, school facilities mitigation, & public agency negotiations. He is experienced with all types of land use and with projects ranging from small infill developments with as few as 10 units to very large master planned communities with as many as 25,000 units.
Mr. Zimmerman has an astute understanding of all the intricacies that make up a successful Community Facilities District or Assessment District. He has developed sophisticated bond financing models that match those of Wall Street bond underwriters and has a keen ability for optimizing tax formulas to yield clients maximum funding for project infrastructure. He has been instrumental in implementing the first CFDs in multiple jurisdictions and has assisted the development community in the formation of hundreds of land secured financing districts.
Mr. Zimmerman graduated Magna Cum Laude from Brigham Young University receiving a Bachelor of Science degree in Mathematics.

Zimmerman
Mr. John Zimmerman has been involved in the evaluation of hundreds of land development projects. He specializes in the preparation of comprehensive financing plans to evaluate the most efficient combination of financing methods for project infrastructure. These strategies have included detailed descriptions and analysis of land secured financing debt, multi-developer infrastructure cost sharing plans, fee credit and reimbursement structuring, and public agency participation.
Mr. Zimmerman has assisted clients in the sale of over $250 million in public financing debt. He has been successful in maximizing and accelerating CFD bond issues by developing strategies that minimize public agency risk and maximize client cash flow. He has also been instrumental in assisting clients maximize development impact fee credits and reimbursements for the over-sizing of public infrastructure.
Mr. Zimmerman holds a Bachelors of Science in Business Information Systems from Brigham Young University and is licensed by the California Department of Real Estate.
Steve
Austin , P.E.
Mr. Austin has 14 years experience in construction, land development planning and design, and real estate finance. Steve spent the first portion of his career developing high end residential developments in New York before transitioning into California. Once in California, Steve managed the entitlement and design of large scale master planned communities including two communities with more than a thousand residential units.
Mr. Austin provides unmatched civil engineering services by leveraging his experience with the most advanced civil engineering software on the market. He has proven the ability to evaluate multiple design alternatives quickly, while considering project revenue and infrastructure cost implications. His skilled drafting team is able to quickly complete civil engineering projects of a higher quality and lower cost than others in the industry.
Mr. Austin studied at the United States Military Academy at West Point and Brigham Young University earning degrees in Civil Engineering and Mathematics. Steve is a licensed engineer in California and Utah.
